Pratap Partnership are delighted to be working with Sheffield Teaching Hospitals to appoint an enthusiastic procurement professional to manage the Procurement team. The successful candidate will be responsible for providing an effective and efficient procurement service across a range of stakeholders. The post holder will take responsibility for providing a procurement service that negotiates high-value or complex tenders and contracts for goods and services, achieving the most economically advantageous outcomes for the Trust. Main duties of the job: Responsible for management of the Procurement Projects team procuring goods, services and capital equipment, achieving the best possible financial outcomes for the Trust, based on whole-lifecycle costs. Responsible for making a major contribution to the delivery of Procurement Savings targets as defined in the Trusts' business plan. To manage relationships with senior Trust decision makers in pursuit of cost reduction objectives. To ensure that Trust Procurement activity and relationships with suppliers comply with Trust governance, policies, and EU legislation. To manage a programme of formal tenders and other initiatives in order to deliver Procurement Savings targets set out in annual Trust business plans (currently £1.5m but typically £3m p.a.). Provide analysis for quarterly performance reports to the Trust Finance and Performance Committee and monthly directorate reports. Provide procurement leadership to the Procurement Team managing projects. Lead on complex corporate procurements as required. Identify opportunities and make policy recommendations to senior management about scope to improve savings performance across all STH and SCH Directorates. Work with senior clinicians and other key decision makers to ensure that informed decisions are made about product selection, value implications and risks. To identify financial benefits available from alternative supply contracts created by other government agencies, whether national or regional. To supervise the conduct of formal Trust tenders, including the actions of non-Procurement staff at all levels, to ensure that actions are compliant with Trust governance and policies, English Contract Law, EU Directives and the Government Procurement Agreement. In the event of non-compliance, to deal professionally with Trust colleagues at all levels to minimise risk to the Trust, escalating issues as appropriate, and resolving any conflicts. Where appropriate, liaise with NHS Protect personnel and Internal Audit if fraud or corruption are suspected. To ensure appropriate formal briefings are given to unsuccessful tenderers when requested. To work with the Trusts appointed legal advisors to minimise the cost to the Trust of potential legal challenges made by unsuccessful bidders under the Remedies Directive. To be considered for the role you must be able to demonstrate the following: Essential GCSE Maths & English, grade C or above (or equivalent) Chartered Institute of Procurement & Supply Diploma (MCIPS), or degree in business-related subject Management qualification / demonstrable short courses in range of HR related subjects Prince 2 project qualification or demonstrable experience Relevant direct involvement in Procurement at a senior level Basic financial awareness - Balance Sheet, Profit and Loss, Liquidity Ratios. Drafting of business cases. Management/supervision training Excellent numerical and analytical skills Excellent communications skills Excellent interpersonal skills with the ability to influence and negotiate where necessary Ability to prioritise a wide range of competing priorities of own workload and that of the team. Desirable MBA or MSC in Procurement / Supply Chain Responsibility for managing complex tenders Managing teams of staff in a similar environment.
